When a new home, business, or public building is being constructed, those involved are supposed to follow a very stringent set of safety rules and regulations.  A building code is set forth in order to be sure everyone follows at least the very minimum level of safety both on the job, and after the job is completed.  The scope of the building code covers things like worker safety, structural stability, and the preservation of health and safety for occupants of the building once it has been completely constructed.  Inspectors are sent to various sites to make sure that these codes are being followed properly.  This is to help make sure that all workers know what to do in order to meet or exceed the code.  The building code is there to help protect everyone, and ensure that in the event of something like a fire, the people inside the building will be able to escape, or the building will withstand a certain amount of stress. 

In most places, building codes are set forth by a certain locality, but some countries actually have a national, country wide building code in place.  It really depends on the type of structure as well.  For example, homes may only have to follow local building codes, but government buildings and public places might fall under a national building code.  There are many factors involved in building codes, which include things like aesthetics, fire safety, structural safety, traffic and how it affects the building, ventilation, and more.  In today’s modern world, things like indoor air quality and the building’s impact on the environment are often factored in as well, depending on the jurisdiction.  As one can see, a building code is important to ensure the safety and well being of everyone who enters through its doors.
